If I were the manager, I would first listen to the boy's reason for not paying. Instead of handing him over to the police or humiliating him, I would ask him to do some light work in the kitchen or cleaning to compensate for the meal. I believe in giving people a chance to maintain their dignity while understanding the value of work and food.
